Abstract
By the end of Year 2015, more than 10 million populations called "Mega City” have been reached to 28
cities. One fth of the world population inhabited at the top 600 cities which generated the global economic
GDP up to 60 percent and the energy consumption accounted up to 60-80 percent of the global in total. In
addition, the deterioration of greenhouse gas emissions needs an adjustment and corresponding planning
in the balance of city development to avoid a rapid urbanization effects in terms of inequality, growing slum,
climate change and disaster happen. Therefore, the immediately actions on long-term urban sustainable
planning and governance design are aimed.
With global trend of urbanization, Taiwan is severing extremely challenges in particular sustainable building
development. There are ve issues of healthy building program establishment needed to be solved: 1. weak
performance of thermal insulation, resulting in growing energy consumption; 2. poor indoor air quality and
ventilation; 3. insuf cient anti-noise and anti-vibration; 4 lack of natural lighting design; 5 poor equipments
management and maintenance and needs of features updated . Upon unfavorable factors is directly resulted
in Taiwan living quality, therefore, TABC, a brief name of Taiwan Architecture and Building Center is raising
a program called “Indoor Environment Quality “, playing as an accelerator by collaborating with policies
from the Ministry of the Interior Building Research Institute. The framework contains passive design of
green building, import active sensors for colleting feedback via intelligent building, the use of green building
materials with well-being life planning. These objectives will lead into the improvement of environment and
also pursue a healthy, comfort and safety for future life quality, indeed.
